CCP has a long history of trying to screw people over financially, anyways.
Like, Europeans pay 20Ç to upgarde a trial to full + 1 month of game time.
A PLEX does the same (which is worth as little as 11Ç if you pay $ for the GTC).

the 1.25 is the 25% VAT not the exhange rate.
If that was the point you were trying to make.
Earlier the Euro/$ exchange rate was closer or lower than the VAT and back then
it was either the same or CCP was getting less money from its EU customers.

Let's peg 30d gametime at $15 (for the purposes of this example)
Let's assume a realistic but lenient exchange rate of 1Ç = $1.3
$15 = 11.54Ç, rounded up
Maximum VAT is 25%
11.54 * 1.25 = 14.42Ç
If they charged 11.54Ç incl. VAT ($15) :
11.54 * 0.75 = 8.66Ç for CCP.
So, really, there's no real way they can make it 'fair' monetary wise, but I suppose it would make sense to offer something to Euros in compensation that doesn't cost them anything, like character transfer.. preferrably something that's useful to everyone but has no gameplay impact.
